В файле всё хорошо. Я могу сделать здесь 2 предположения:
1. Браузер настроен на работу через прокси-сервер. Для решения просто отключите прокси в браузере.
2. Вы где-то установили ещё один mysql. Возможно, он даже стоит в автозагрузке и из-за него все проблемы.

Михаил, про прокси - я использую ГУГЛ Хром, поэтому исключаем момент с прокси.
Автозагрузка mysql : а как узнать заружается ли еще какой нибудь сервер?

Причём тут, какой браузер? Прокси можно настроить в любом нормальном браузере, в том числе, и в chrome.
Что касается проверки того, есть ли ещё один mysql. То посмотрите, есть ли файл my.ini на системном диске, и если да, то скопируйте сюда его содержимое.
